Puerto Rico's Developmental
Disabilities Council
Puerto Rico’s Developmental Disabilities Council known as the CEDD in Spanish, is an independent government agency administratively assigned to the Planning Board of Puerto Rico. It was created by the Developmental Disabilities Assistance and Bill of Rights Act or Federal Public Law 106-402, as amended in 2000. The PRDDC was created in 1971 by P. L. 91-591 and the Executive Order 1703 of November 2, 1971. Besides the Developmental Disabilities Assistance and Bill of Rights Act, the PRDDC is governed by two Executive Orders EO 25 of 1997 and EO 41 of 2002.

Achieve full inclusion of persons with disabilities in society through coordinated actions.

Support the creation of new initiatives to improve the quality of live
and self-determination of persons with developmental disabilities and their families
